Abstract

The Covid 19 pandemic has had dire effects on small and medium enterprises in Indonesia. These SMEs have long been the backbone for family subsistence, local economic development and Indonesia’s income earning. The myriad effects of the pandemic include closure, downsizing, product substitution and alternative market promotion. The Government of Indonesia (GOI) acknowledges the need to revive many dwindling SMEs and is doing so through upscaling, upskilling, cash disbursement and their incorporation into government-led programs such as Jakpreneur. Research is being conducted by Ausaid-Prospera with regard to the outputs of the GOI’s intervention policies. The research will continue until August 2021. Qualitative and quantitative techniques are incorporated into the research to capture the dynamics in the behaviour and decision making of many small business owners in Jakarta. Quantitative techniques are used to obtain baseline data, trends and change magnitude. Qualitative techniques are incorporated to obtain a comprehensive picture of the complexities surrounding the governance of Indonesia’s SMEs. The summary below encapsulates the testimonies given by Indonesia’s SME owners when inquired using in-depth (qualitative) interview techniques. Follow ups to the initial qualitative interviews include first round of quantitative probing and quantitative analysis of trends and change magnitude, second round of in-depth interviews with SME owners in Jakarta, Forum Group Discussions with relevant stakeholders, second round of quantitative probing and quantitative analysis of trends and change magnitude, data analysis and synthesis, and lastly report writing and report dissemination. The summary below is categorized into themes and will be synchronized with subsequent quantitative findings to complement the analysis and report writing process.
