Abstract
Industries using chlorine gas in their production processes face significant responsibilities for human safety and environmental protection due to the hazardous nature of this chemical. PT. Xxx, which has experienced several chlorine gas leak incidents, including the latest in January 2024 resulting in approximately 133 local residents being hospitalized, demonstrates the importance of effective risk management. This study aims to analyze the chlorine gas leak case at PT. Xxx using the Hazard and Operability Study (HAZOP) method. The research methodology includes field observations, interviews with relevant parties, and analysis of company documents, with HAZOP used as the primary tool for identifying potential hazards and operational deviations. Through hazard identification, cause analysis, environmental impact assessment, and formulation of mitigation strategies, this study finds that although the company has security procedures in place, there are deficiencies in real-time monitoring systems, emergency response, and employee training. HAZOP analysis results reveal several high-risk areas in the production process, especially in the chlorine liquefaction and storage stages. Based on these findings, the research recommends a series of actions to improve safety, including implementation of advanced monitoring systems, optimization of emergency response procedures, enhancement of training programs, and development of preventive maintenance procedures. By adopting a proactive approach through HAZOP, PT. Xxx can significantly improve risk management and reduce the potential for future chlorine gas leaks, thereby protecting employees, surrounding communities, and the environment.
