Abstract

This study aims to examine alleged human rights violations within the context of the Special Military Operation conducted by Russia in Ukraine during the 2022–2024 period. Using a qualitative descriptive approach, the research integrates constructivist theory to explore identity dynamics and threat perceptions that shape Russia's foreign policy, and applies international human rights law to assess the relevance of these actions to global norms on civilian protection in armed conflict. Reports from international bodies such as OHCHR, IICIU, and the United Nations highlight incidents involving civilian harm, torture, enforced disappearances, and damage to non-military infrastructure. These events are analyzed under the legal categories of war crimes and crimes against humanity as defined in the 1998 Rome Statute. The findings underscore the importance of a multidisciplinary approach to understanding the relationship between state action, identity construction, and international norms. This study contributes to the academic discourse on human rights and international relations and serves as a reference for further policy analysis and global accountability in the context of contemporary conflict.
