Abstract
The growing energy demand in Indonesia has driven the government to seek alternative energy sources that are sustainable and secure. Nuclear energy is considered a strategic option to strengthen national energy security due to its potential to provide clean, stable, and competitive energy supply. This research aims to analyze Indonesia’s level of readiness in adopting nuclear energy through technology transfer from partner countries such as Russia, South Korea, and the United States, as well as within the framework of cooperation with international organizations such as the International Atomic Energy Agency (IAEA). The study employs a qualitative method with a literature study and descriptive analysis, applying realism theory, the concept of national interest, and the 4A’s of Energy Security model (availability, accessibility, affordability, and acceptability) by Cherp & Jewell. The findings indicate that international cooperation in the nuclear sector significantly contributes to technological capacity building, regulatory strengthening, and human resource development. However, Indonesia still faces major challenges, including public resistance, geographical risks due to its location in the Ring of Fire, limited infrastructure, and high financial requirements. On the other hand, mastering nuclear technology is expected to reduce dependence on fossil fuels, support the achievement of clean energy targets, and enhance Indonesia’s competitiveness on the global stage. Therefore, the adoption of nuclear energy through technology transfer can serve as a strategic pathway for Indonesia to reinforce national energy security, provided it is accompanied by human resource development, transparent regulations, and effective public engagement.
