Abstract

Electric vehicles have become an important instrument in the transition toward a low-emission transportation system. The governments of Indonesia and Malaysia have implemented various incentive policies to promote the development and adoption of electric vehicles, albeit with different policy approaches and orientations. This study aims to analyze and compare electric vehicle incentive policies in Indonesia and Malaysia during the 2020-2024 period, focusing on policy design, policy outcomes, and policy impacts. This research employs a qualitative method with a comparative study approach, utilizing secondary data obtained from policy documents, government reports, and other official sources. The findings indicate that Indonesia’s incentive policy is primarily oriented toward strengthening domestic industrial development and increasing local content requirements, while Malaysia’s policy places greater emphasis on accelerating electric vehicle adoption through relatively simple and consumer-oriented incentives. These differing policy orientations have resulted in distinct policy impacts on both industrial development and the level of electric vehicle adoption in each country. This study concludes that the effectiveness of electric vehicle incentive policies is strongly influenced by the alignment between policy objectives, incentive instruments, and the national context of each country.
