Abstract

The city of Cilegon faces a waste management challenge of 286.93 tons/day, with Cibeber District contributing 30 tons/day (10.47%), where 35.11% of the population is in Cibeber Subdistrict. Collaboration between local government and the informal sector, including the BSD, is needed for optimal management. BSD, as a central waste bank, operates a unit in Cibeber, such as GCR (Mimosa), which collects 89 kg/month, with the majority being paper/cardboard (around 22%). The researcher conducted an evaluation to measure the effectiveness of waste bank management through surveis, observations, and a Likert scale based on Minister of Environment Regulation No. 14 of 2021. Results showed facilities were “fairly appropriate” (58,3%), waste management “fairly appropriate” (50%), and governance “very appropriate” (92.8%). A survei of 30 customers revealed high participation: 88% regularly deposit, 96% are satisfied with the savings system, and 92% support 3R practices. To improve management effectiveness and regulatory compliance, BSD needs to increase interactive education frequency, expand long-term collaboration with educational institutions and community leaders, and conduct regular evaluations through surveis to design more targeted education strategies
