Abstract
Indonesia–South Korea defense industry cooperation in submarine development is a strategic partnership aimed not only at fulfilling the need for major defense equipment, but also at increasing Indonesia’s defense industry capacity and technological self-reliance. The cooperation began with the procurement contract for three Chang Bogo-class submarines in 2011 and involved PT. PAL Indonesia and DSME South Korea in production and technology transfer. This study aims to analyze the origins, forms of cooperation, and challenges faced by Indonesia and South Korea in the development of the submarine industry. This study employs a qualitative method using primary and secondary data. Primary data were obtained through interviews with relevant parties, while secondary data were obtained through literature studies. Data analysis was conducted through the stages of data collection, data reduction, data presentation, and conclusion drawing. The results show that the cooperation was implemented through the procurement of major defense equipment, technology transfer, co-production, offsets, and human resource development. PT. PAL’s involvement in the assembly of KRI Alugoro-405 demonstrates an improvement in Indonesia’s defense industry capabilities. However, the cooperation still faces challenges, including limited human resources, the readiness of production and testing facilities, funding requirements, and dependence on South Korean technology and support. Therefore, the cooperation has improved Indonesia’s defense industry capacity but has not yet achieved full self-reliance.
