Abstract

This research analyzes ASEAN cooperation in addressing regional digital threats through the ASEAN Digital Masterplan 2025 (ADM 2025) during 2021–2025. This research employs a qualitative descriptive method using literature review and document analysis. The concept of Confidence Building Measures (CBMs) is applied to examine ASEAN’s efforts to build trust through information sharing, dialogue, transparency, and cybersecurity capacity building. The findings show that ADM 2025 contributes to strengthening ASEAN digital cooperation through capacity building, policy coordination, information sharing, and digital trust. However, its implementation remains constrained by capacity gaps, regulatory differences, and the principles of non-interference and consensus. Therefore, ADM 2025 plays an important role in strengthening the foundations of regional digital security and trust among ASEAN Member States.
