Abstract
The implementation of Electronic Procurement (E-Procurement) is part of the digital transformation of government procurement aimed at improving transparency, effectiveness, efficiency, and good governance. This study aims to analyze the level of conformity between the importance and performance of E-Procurement implementation and to identify attributes that require priority improvement at the Coordinating Ministry for Economic Affairs. This research employed a descriptive quantitative approach using a survey of 44 respondents directly involved in the procurement process, selected through saturated sampling. Data were collected using a questionnaire measuring 21 attributes based on their importance and performance levels and were analyzed using Importance Performance Analysis (IPA). The results show that all attributes were considered highly important, with mean importance scores ranging from 4.4318 to 4.7500, while performance scores ranged from 3.2955 to 4.3636. The highest conformity level was found in Attribute 2 at 93.47%, while the lowest was found in Attribute 16 at 71.79%. The IPA mapping indicates that Attributes 7, 11, 12, and 19 are located in Quadrant I as the main priorities for improvement, while Attributes 5, 6, 9, 10, and 21 are located in Quadrant II and should be maintained. Overall, E-Procurement implementation has been performing fairly well; however, gaps remain between user expectations and actual performance in several attributes. The findings can serve as a basis for establishing improvement priorities and continuously developing E-Procurement to strengthen transparency, effectiveness, and efficiency in government procurement.
