Abstract
The prolonged conflict in the Democratic Republic of the Congo (DRC) has triggered systematic human rights violations, particularly against vulnerable groups such as women and children. Sexual violence, exploitation, and the recruitment of child soldiers remain persistent due to weak legal systems and ongoing political instability. This study aims to analyze the strategies of the African Caribbean and Pacific-European Union (ACP-EU) in addressing human rights violations against women and children in the DRC. A descriptive qualitative method is employed, using institutionalism theory as the analytical framework. Data were collected through literature review of various international reports and documents, including those from CEDAW, UNICEF, and Amnesty International. The findings indicate that ACP-EU applies three main strategies: the formulation of gender-responsive policies, capacity building for law enforcement institutions, and the implementation of advocacy and awareness programs to protect women and children. These strategies are carried out through development cooperation, humanitarian assistance, and multilateral diplomacy focused on promoting human rights and strengthening institutions in post-conflict settings. This research affirms the crucial role of international organizations such as ACP-EU in responding to human rights issues and contributing to the creation of a more just and inclusive social order in conflict-affected regions.
