Abstract
ABSTRAK Perubahan komposisi feed gas dari rich gas menjadi lean gas menyebabkan kilang Badak LNG tidak dapat memproduksi LPG secara internal, sehingga memerlukan reinjection LPG eksternal yang dioperasikan secara manual oleh operator lapangan. Tingginya frekuensi pengoperasian katup manual meningkatkan risiko human error dan ketidakstabilan proses. Penelitian ini bertujuan mengoptimasi prosedur pengoperasian reinjection LPG eksternal melalui integrasi Process Hazard Analysis (PHA) dengan teknik What-If Analysis untuk menilai risiko proses dan Hazard Identification and Risk Assessment (HIRA) untuk menilai risiko human factor. Data diperoleh melalui observasi lapangan, wawancara, kuesioner terhadap 32 operator unit Trains, serta dokumen teknik dan operasional perusahaan. Hasil penilaian awal menunjukkan risiko proses akibat ketidakseimbangan aliran LPG ke dua train berada pada kategori Medium (16) tanpa safeguard, sedangkan risiko keselamatan pekerja pada aktivitas menaiki tangga dan mengoperasikan katup manual berada pada kategori High (64). Perbaikan prosedur dirancang dengan memanfaatkan control valve bypass overhead cooler untuk mengendalikan aliran LPG dari panel kontrol, sehingga frekuensi pengoperasian katup manual turun dari 15–20 kali menjadi 1 kali per hari. Setelah perbaikan, risiko proses turun ke kategori Low (4) dan risiko keselamatan pekerja turun ke kategori Medium (16), sehingga tingkat risiko dinilai telah mencapai level As Low As Reasonably Practicable (ALARP). Kata kunci: PHA, HIRA, ALARP, human factor, reinjection LPG, LNG ABSTRACT The shift in feed gas composition from rich gas to lean gas has left the Badak LNG plant unable to produce LPG internally, so external LPG reinjection is required and is operated manually by field operators. The high frequency of manual valve operation raises the risk of human error and process instability. This study optimizes that procedure by integrating Process Hazard Analysis (PHA) using the What-If Analysis technique to assess process risk with Hazard Identification and Risk Assessment (HIRA) to assess human factor risk. Data were obtained from field observation, interviews, a questionnaire distributed to 32 operators of the Trains unit, and company engineering documents. The initial assessment placed process risk from unbalanced LPG flow to two trains in the Medium category (16) without safeguard, and worker safety risk in climbing the ladder and operating the manual valve in the High category (64). The procedure was redesigned around the overhead cooler bypass control valve so that LPG flow can be regulated from the control panel, cutting manual valve operation from 15-20 times to once per day. Process risk then fell to Low (4) and worker safety risk to Medium (16), reaching the As Low As Reasonably Practicable (ALARP) level. Keywords: PHA, HIRA, ALARP, human factor, LPG reinjection
