Abstract
The distribution of fresh food by the Nutrition Fulfillment Service Unit (SPPG) requires timely delivery to prevent a decline in nutritional quality. This study aims to model the service area of the SPPG fleet serving 125 high schools (SMA) in East Jakarta, accounting for travel time constraints during the morning rush hour. The modeling utilized Network Analysis in QGIS software, assuming an average regional speed of 21 km/h and a maximum travel time of 15 minutes (equivalent to a distance of 5.25 km), while also incorporating physical road regulations. The results indicate that 100% of the target high schools fall within the 15-minute service area. However, there are indications of spatial redundancy, as the 194 SPPG locations exceed the number of target high schools (125), evidenced by overlapping service areas in Matraman District. Qualitative validation through expert judgment—in consultation with the SPPG driver coordinator—confirmed the alignment between the spatial model and operational realities in the field. The National Nutrition Agency could consider evaluating facility spatial arrangements (such as facility mergers or expanding coverage to include elementary and junior high schools) to minimize spatial redundancy.
