Abstract
This article discusses the existing conditions for the implementation of policies to enchancing discipline and law enforcement made by the Central Government and implemented by Local Governments. Through Presidential Instruction No. 6 of 2020, the President seeks to encourage enhanching discipline and law enforcement against violations of health protocols by asking the Regional Government to make a Regional Head Regulation which contains a sanction instrument in the rules regarding the prevention of Covid-19. The existence of this Inpres itself turned out to be a corrective action from the new normal policy by reinforcing preventive measures in the face of Covid-19. Orders to Governors, Mayors / Regents to include strict sanctions for prokes violators are an explanation of the limitations of regulatory instruments at the central level in responding to dynamic and diverse situations in handling Covid-19. And on the other side, the existence of the Inpres provides recognition of the capacity of local governments in dealing with pandemics. Using the method of content analysis, interviews and observations of policies and implementation of improved discipline and law enforcement of health protocols in DKI Jakarta Province, it is hoped that it can review how the regions interpret central directives and policies and what kind of performance it has shown in handling Covid-19.
