Abstract
Engineering, Procurement, and Construction (EPC) Contracts are commonly used in electricity projects in Indonesia. This type of contract is chosen due to the unique complexities, advanced technology, and inherent risks associated with electricity projects, which differentiate them from other construction projects. However, these characteristics often lead to project issues, resulting in contractor claims against the owners. This study aims to identify and analyze the factors causing time extension and cost escalation claims in EPC contracts within the power generation sector, as well as propose mitigation strategies to minimize such claims. The study employs both quantitative and qualitative methods. Data were collected through questionnaires, interviews, and literature reviews. The questionnaires were distributed to 40 respondents, including owners, contractors, and consultants involved in electricity projects in DKI Jakarta and Banten. Data analysis was conducted using validity tests, reliability tests, and the Relative Importance Index (RII) to identify the dominant factors contributing to claims. Meanwhile, qualitative analysis was used to explore mitigation measures for these contributing factors. The research findings indicate that the primary causes of claims include delays in land acquisition, variation orders, discrepancies between actual site conditions and those stipulated in the contract, delays by the owner in granting permits, approvals, and decisions, and changes in government regulations. To mitigate time extension and cost escalation claims in EPC contracts for power generation projects, it is essential to implement better planning, develop comprehensive contract documents, establish effective risk management, and ensure the execution of work aligns with contractual agreements. These recommendations are intended to reduce the occurrence of claims and enhance project efficiency.
