Abstract

This research analyzes the communication strategies employed by the Secretariat of the Cabinet of the Republic of Indonesia (Setkab RI) through creative content in shaping public opinion about government policies, with a focus on the socialization of the achievements of President Joko Widodo's first decade in office. In the digital era, social media has become a strategic tool for delivering information to the public in an interactive and engaging manner. This study employs a qualitative method with a case study approach, integrating the theories of agenda setting, Cyber Public Relations (PR), and the RACE model (Research, Action, Communication, Evaluation). The research examines whether creative content, such as achievement videos, infographics, and visual storytelling, can significantly enhance public engagement compared to traditional content. The data-driven communication strategy of Setkab RI also helps identify audience needs and preferences, enabling more effective delivery of policy messages. This study contributes theoretically to the field of digital communication and practically as a guide for the government in optimizing the use of social media to increase public engagement and support the implementation of strategic policies.
