Abstract

The coal mining industry in Indonesia is characterized by high complexity involving multidimensional risks, ranging from technical and economic aspects to regulatory uncertainties and environmental issues. This research aims to develop a systematic investment decision-making framework to prioritize the selection of Mining Business Licenses (IUP) using a Multi-Criteria Decision Making (MCDM) approach. The methodology employed in this study is a hybrid approach that integrates the Analytic Hierarchy Process (AHP) and the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). The AHP method is used to determine the importance weights of criteria through pairwise comparison, while PROMETHEE is utilized to rank alternatives based on dominance relationships between criteria. The developed evaluation criteria cover four main aspects: economic (such as profitability and coal quality), technical (such as reserves and geological conditions), environmental (such as spatial planning compliance), and non-technical (such as business relations). The results indicate that the AHP-PROMETHEE integration provides a more objective and transparent decision-making justification compared to single financial methods. Furthermore, this research contributes a novelty in the form of a web-based, user-friendly Decision Support System (DSS) to assist industry practitioners in evaluating investment alternatives dynamically and in a standardized manner.
