Abstract
Penelitian ini berkaitan dengan analisis kerjasama impor beras antara Indonesia dan Thailand dalam mendukung ketahanan pangan nasional dari tahun 2017 hingga 2023. Latar belakang penelitian ini didasarkan pada kenyataan bahwa Indonesia sebagai negara agraris dan penghasil beras terbesar keempat di dunia, masih menghadapi tantangan berat dalam memenuhi kebutuhan lokal akibat alih fungsi lahan, pertumbuhan penduduk, volatilitas produksi, dan dampak perubahan iklim seperti El Niño Impor beras dalam hal ini merupakan keputusan strategis pemerintah untuk mengamankan pasokan dan kestabilan harga beras nasional. Thailand terpilih sebagai studi kasus karena merupakan salah satu mitra dagang penting Indonesia di bidang pangan. Penelitian ini memanfaatkan teori liberalisme yang dipadukan dengan teori kerjasama internasional dan bilateral, yang memegang keyakinan bahwa kerjasama antar bangsa dapat mampu menciptakan saling menguntungkan, seperti di sektor agro maupun perdagangan pangan. Pendekatan penelitian yang digunakan bersifat kualitatif dengan pendekatan studi kasus, berlandaskan analisis pustaka, dokumen kebijakan, dan data sekunder dari sumber resmi seperti BPS dan Kementerian Pertanian. Temuannya, impor beras dari Thailand menjamin pasokan beras dan stabilitas harga di Indonesia. Namun, ketergantungan yang berlebihan pada impor juga merusak kemandirian pangan. Oleh karena itu, keseimbangan kebijakan yang memadai antara impor dan peningkatan produksi dalam negeri harus ada untuk menjamin ketahanan pangan yang berkelanjutan. The present research is concerned with the analysis of rice import cooperation between Indonesia and Thailand in supporting national food security from 2017 to 2023. The background of this research is based on the reality that Indonesia as an agricultural country and the fourth largest rice producer in the globe, still remains faced with severe challenges in meeting local requirements due to land conversion, population growth, volatility of production, and impacts of climate change such as El Niño. Imports of rice are in this case a strategic decision by the government to secure the supply and the stability of national rice prices. Thailand was chosen as the case study since it is one of Indonesia's important trading partners in the food sector. This study utilizes the theory of liberalism combined with the theory of international and bilateral cooperation, that holds the belief that cooperation between nations can be capable of creating mutual benefits, such as in the agro sector as well as food trade. The research approach used is qualitative with a case study approach, grounded on literature analysis, policy documents, and secondary data from official sources such as BPS and the Ministry of Agriculture. The findings were that importation of rice from Thailand guaranteed rice supply and price stability in Indonesia. However, overdependence on imports is also undermining food independence. Therefore, an adequate policy balance between imports and enhancing domestic production should exist for ensuring food security that is sustainable.
