Abstract

Tujuan penelitian ini adalah menganalisis kebijakan yang diambil pemerintah Rusia dalam menghadapi tekanan sanksi ekonomi Uni Eropa (UE) 2022-2023. Perlu diketahui bahwa konflik Rusia–Ukraina pada tahun 2022 memicu penjatuhan sanksi oleh UE terhadap Rusia yang menimbulkan gangguan serius bagi stabilitas ekonomi Rusia. Permasalahan utama penelitian ini adalah bagaimana langkah pemerintah Rusia dalam merespons sanksi tersebut agar tetap dapat menjaga ketahanan nasional. Penelitian ini menggunakan paradigma strukturalisme dengan teori market disruption dan konsep pilihan respon kebijakan terhadap sanksi. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif analitis melalui studi literatur dan data sekunder. Hasil analisis menunjukkan bahwa pemerintah Rusia mengambil beberapa langkah, antara lain penimbunan cadangan devisa dan emas, pengembangan sumber daya pasokan eksternal alternatif melalui peningkatan kerja sama dengan negara-negara non-Barat, stimulasi dan diversifikasi produksi produksi, serta penerapan sanksi balasan. Kesimpulannya, kebijakan-kebijakan tersebut memungkinkan Rusia meredam dampak negatif sanksi UE dan mempertahankan stabilitas politik serta ekonomi pada periode 2022 2023. The purpose of this study is to analyze the policies adopted by the Russian government in responding to the European Union (EU) economic sanctions during 2022–2023. It should be noted that the Russia–Ukraine conflict in 2022 triggered the imposition of sanctions by the EU, which caused serious disruptions to Russia’s economic stability. The main problem of this research is how the Russian government responded to these sanctions in order to maintain national resilience. This study employs the structuralist paradigm, applying the market disruption theory and the concept of policy response choices to sanctions. The research method used is qualitative with a descriptive-analytical approach through literature study and secondary data. The analysis shows that the Russian government undertook several measures, including the accumulation of foreign exchange and gold reserves, the development of alternative external supply sources through increased cooperation with non-Western countries, the stimulation and diversification of domestic production, and the implementation of counter sanctions. In conclusion, these policies enabled Russia to mitigate the negative impacts of EU sanctions and to maintain both political and economic stability during the 2022–2023 period.
