Abstract
Research on how geopolitical tensions drive branding strategies as part of public diplomacy remains limited. This study analyzes the case of Natuna, a border region where the North Natuna Sea is the center of a sovereignty dispute between Indonesia and China. In this context, Natuna has the status of a National Geopark and will apply to become a UNESCO Global Geopark (UGGp). This study aims to identify geobranding strategies to strengthen Natuna's positioning as a UGGp and understand its relevance as a public diplomacy strategy. This study integrates Morgan & Pritchard's branding strategy theoretical framework with Nye's dimensions of public diplomacy. The research method used qualitative, with primary data sources from in-depth interviews with Natuna Geopark officials and assessors and secondary data from 13 selected online news sources (Tempo.co, RRI.co.id, KepriToday.com) and official media. Data were analyzed using NVivo 12 software for data organization, triangulation, and visualization. The results of the study show that: (1) The geobranding strategy was developed through four stages (identification, launch, implementation, and monitoring) with the geopolitical context as the main driver, positioning Natuna as a border geopark that utilizes the trilogy of heritage (geodiversity, biodiversity, and cultural diversity). The monitoring stage emphasized internal evaluation, which resulted in strategic delays due to readiness issues in the submission to UNESCO, with a target date of 2026. (2) The geobranding approach is relevant as an instrument of public diplomacy, which is realized through its three dimensions: building a narrative of sovereignty (information management), aligning with the global agenda (strategic communication), and building geopark networks (relationship building). The implications of the study reveal that the geobranding of Natuna Geopark bridges national strategic interests (affirmation of sovereignty) with efforts to gain international legitimacy through UGGp. UGGp status is not only symbolic, but also a constructive and sustainable soft power instrument to assert sovereignty in border areas.
