Abstract

The increasing demand for sustainable business practices has encouraged the integration of Environmental, Social, and Governance (ESG) principles into corporate governance, including the procurement function. Although e-procurement systems have been implemented to enhance transparency and efficiency, their application remains largely administrative and cost-oriented, resulting in the social aspect not being substantively integrated into vendor evaluation processes. This condition indicates a gap between sustainability principles and operational procurement practices. This study aims to analyze the current implementation of the social aspect of ESG within the e-procurement system at PT Pertamina EP, identify existing implementation gaps, and develop an integration model through the establishment of a Social Impact Index (SII). This research is applied research using a qualitative approach with a case study strategy. Data were collected through in-depth interviews, document analysis, and observation, and were analyzed using the Miles and Huberman model. The findings indicate that the social aspect in procurement remains partial and lacks a structured measurement instrument. Therefore, this study develops the SII as an indicator-based and weighted assessment tool that can be integrated into the digital vendor evaluation system. The proposed model supports data-driven decision making and strengthens sustainable procurement governance.
