Abstract
This study aims to formulate a competency profile for Wastewater Treatment Plant (WWTP/IPAL) operators and to develop a recruitment Standard Operating Procedure (SOP) focused on the screening and initial selection stages to support operator staffing needs in Operation and Maintenance projects at PT Procon Jaya Agung. The research is motivated by the fact that the current operator recruitment practices have been implemented operationally but are not yet supported by formally documented competency standards and recruitment SOPs, which may lead to inconsistencies in candidate evaluation. This study uses a qualitative approach with a descriptive case study method. Data were collected through in-depth interviews, observation, and document analysis involving Human Resource personnel, project operational managers, training technicians, and recruited WWTP operators. Data analysis was conducted using an interactive model consisting of data reduction, data display, and conclusion drawing, supported by triangulation techniques to ensure data validity. The findings indicate that WWTP operator requirements consist of both technical and behavioral competencies, including operational system knowledge, basic maintenance skills, work discipline, responsibility, safety awareness, and field readiness. This study produces a structured WWTP operator competency profile as a minimum candidate standard and a competency-based recruitment SOP design that defines process stages, evaluation criteria, and the roles of HR and operational managers. The results are expected to serve as an internal guideline to improve the consistency, objectivity, and quality of WWTP operator recruitment in Operation and Maintenance projects.
