Abstract
ABSTRAK Kepercayaan publik terhadap kepolisian Indonesia mengalami krisis nasional pasca peristiwa Agustus 2025, namun wilayah hukum Polres Metro Depok tetap kondusif. Penelitian ini menganalisis strategi community relations Divisi Humas Polres Metro Depok dalam mempertahankan reputasi dan kepercayaan publik melalui program Ngopi Bareng Kamtibmas dan Jumat Keliling, serta mengidentifikasi faktor pendukung dan penghambatnya. Penelitian menggunakan teori keadilan prosedural Tyler, tipologi kepercayaan Sunshine dan Tyler, community relations Cutlip, Center, dan Broom, reputasi institusi Fombrun, serta empat dimensi reputasi organisasi publik Meirinhos dkk. Pendekatan yang digunakan adalah kualitatif dengan desain studi kasus melalui wawancara mendalam terhadap sepuluh narasumber, observasi, dan studi dokumentasi, yang dianalisis menggunakan model interaktif Miles, Huberman, dan Saldana serta diuji melalui triangulasi sumber dan teknik. Hasil penelitian menemukan enam strategi utama, yaitu komunikasi dua arah, pendekatan informal dan kesetaraan, kolaborasi lintas fungsi, pelibatan tokoh masyarakat dan modal sosial, tindak lanjut aspirasi, serta konsistensi kehadiran jangka panjang, dengan peran ojol sebagai jembatan informasi komunitas sebagai temuan orisinal. Keenam strategi tersebut memenuhi empat dimensi reputasi organisasi publik sehingga membentuk reputasi positif institusi. Penelitian juga mengidentifikasi enam faktor pendukung dan enam faktor penghambat. Penelitian menyimpulkan bahwa efektivitas community relations bersifat parsial, kuat pada interaksi langsung, namun memerlukan penguatan kelembagaan agar berkelanjutan. ABSTRACT Public trust in Indonesia's police faced a national crisis following the August 2025 incident, yet Polres Metro Depok's jurisdiction remained conducive. This study analyzes the community relations strategy of Polres Metro Depok's Public Relations Division in maintaining reputation and public trust through the Ngopi Bareng Kamtibmas and Jumat Keliling programs, and identifies its supporting and inhibiting factors. The study draws on Tyler's procedural justice theory, Sunshine and Tyler's trust typology, Cutlip, Center, and Broom's community relations framework, Fombrun's reputation theory, and Meirinhos et al.'s four dimensions of public organization reputation. A qualitative case study approach was employed using interviews with ten informants, observation, and document analysis, analyzed with Miles, Huberman, and Saldana's interactive model and validated through source and method triangulation. The findings reveal six core strategies: two-way communication, an informal and egalitarian approach, cross-functional collaboration, engagement of community figures and social capital, follow-up on public aspirations, and sustained presence, with the role of ojol (ride-hailing) drivers as community information bridges as an original finding. These strategies fulfilled the four dimensions of public organization reputation, contributing to a positive institutional reputation. Six supporting and six inhibiting factors were also identified. The study concludes that community relations effectiveness is partial, strong in direct interactions but requiring institutional reinforcement for long-term sustainability.
