Abstract

The policy to increase the Value Added Tax (VAT) rate to 12%, which was initially planned to take effect on January 1, 2025, based on Article 7 paragraph (1) letter b of Undang-Undang Harmonisasi Peraturan Perpajakan (Law on Harmonization of Tax Regulations) No. 7 of 2021, has triggered complex public opinion dynamics and considerable social resistance. This study aims to analyze the implementation of issue management and communication strategies carried out by Biro Komunikasi dan Layanan Informasi (Biro KLI) of the Ministry of Finance of the Republic of Indonesia in responding to public opinion surrounding the 12% VAT policy. A qualitative case study approach was applied, using in-depth interviews with strategic actors, media documentation, and data triangulation. The main theoretical framework used is Andrew Griffin’s (2014) issue management model, which comprises seven stages: horizon scanning, identification, prioritization, analysis, strategy development, implementation, and evaluation. This study also adopts stakeholder mapping using the Power–Interest Matrix from Cornelissen (2020). The findings reveal that Biro KLI effectively implemented adaptive communication strategies through cross-agency collaboration, narrative framing in digital and traditional media, synchronization of messages through tax reform (“reformasi perpajakan”) and the “change the debate” technique by reframing the message as a “1% increase” (“kenaikan 1%)”, particularly by simplifying the public message as a “1% increase,” to reduce tension and improve policy acceptance. This strategy contributed to mitigating political pressure and supporting the President’s decision to postpone the implementation. Key challenges include fragmented inter-agency coordination, limited communication outreach to affected groups, and the need for more inclusive and data-driven public messaging. This study recommends enhancing real-time public opinion monitoring, strengthening the capacity of public communicators, and developing empathetic, cross-platform narratives to manage sensitive fiscal policies effectively.
