Abstract

This study aims to evaluate the level of commitment of the Jakarta Capital Investment and One-Stop Integrated Services Agency (DPMPTSP) to the requirements of the ISO 9001:2015 Quality Management System (QMS) standard and identify factors influencing its implementation. The research method used was descriptive qualitative, using a gap analysis approach to measure the gap between actual conditions and standards, and a 5 Why to analyze the root causes of problems. The research data were sourced from primary data through observations and interviews, as well as perceptions of DPMPTSP employees, and secondary data from internal organizational documents. The results indicate several gaps in compliance with ISO 9001:2015 clauses, particularly in the risk control and performance evaluation aspects, which are influenced by internal factors such as limited human resources and external factors such as dynamic regulatory changes. Based on these findings, it is recommended that DPMPTSP continuously strengthen personnel competencies, digitize its quality documentation system, and increase the intensity of internal audits to ensure the effectiveness and sustainability of QMS implementation in the future.
