Abstract

Fluctuating raw water availability poses a challenge for the Pesanggrahan Water Treatment Plant (WTP) in maintaining efficient Poly Aluminium Chloride (PAC) coagulant use and treated-water quality. Raw water flow at the Pesanggrahan WTP fluctuated within 252–547 L/s during September–December 2025, affecting velocity gradient and PAC dosage. This study analyzes flow fluctuation's influence on coagulation performance and PAC dosage requirements. Methods included descriptive analysis of secondary flow data, simple linear regression to evaluate the flow-dosage relationship, and jar tests following SNI 19-6449-2000, with jar-test RPM calculated based on velocity-gradient (G) equivalence per SNI 6774:2025, on samples representing low, medium, and high flow. Results showed a negative relationship between flow fluctuation and PAC dosage requirements, with regression coefficients of determination (R²) ranging from 0.6687–0.98658 and a jar-test R² of 0.8567. The lowest PAC dosages meeting water-quality criteria within the tested range (20–34 mg/L) were 20 mg/L for low flow, 23 mg/L for medium flow, and 20 mg/L for high flow, all producing turbidity below 3 NTU and pH 6.5–8, per Indonesian Ministry of Health Regulation No. 2 of 2023. Adjusting dosage based on actual flow could reduce PAC consumption by 23–36% versus the existing dosage of 26 mg/L, without compromising treatment performance.
