Abstract
This study examines organizational transformation strategies in developing internal capabilities to strengthen sustainable advantage at the Indonesian Railway Polytechnic of Madiun. A qualitative single-case study was conducted through semi-structured interviews with 14 informants comprising leaders, managers, lecturers, employees, and cadets. Data were thematically analyzed using NVivo, generating 67 codes and 293 coding references, and triangulated with observations and organizational documents. The findings show that transformation was implemented through leadership, governance and integrity strengthening, the Smart Campus ecosystem, human resource development, vocational education, and partnerships. The transformation formed and strengthened six internal capabilities: digital; governance, performance, and integrity; human resources; academic and vocational; partnership and industry relevance; and the boarding education system. VRIO analysis indicates that all capabilities are valuable and organized, but differ in rarity and lack sufficient evidence of inimitability. Digital, governance, human resource, and boarding education capabilities are positioned at competitive parity. Academic and vocational capability and partnership and industry relevance capability demonstrate relative rarity based on limited contextual comparison but remain imitable, resulting in temporary advantage. Thus, no individual capability fully satisfies all VRIO dimensions as a source of sustainable advantage, although transformation contributes to strengthening organizational performance through the development and utilization of internal capabilities.
