Abstract

This research focuses on the role of the regional organization SEAMEO through its regional center, SEAMOLEC, in supporting the Merdeka Belajar program in Indonesia. The research uses a liberal approach in international relations theory, which views international cooperation as a solution to achieve common goals, as well as Clive Archer's concept of the roles of international organizations, including as an instrument, arena, and independent actor. Methodologically, this study employs a qualitative method with a case study approach, with data collected through literature studies. The research findings show that SEAMOLEC plays a significant role as an instrument for Indonesia to achieve its educational goals, as an arena for universities in Indonesia to interact and collaborate, and as an independent actor with autonomy in designing and implementing its own programs to improve the quality of education in the Southeast Asian region, including in Indonesia. The findings of this research contribute to the understanding of the role of international organizations in supporting educational reform in Indonesia through the Merdeka Belajar program, which can provide input for the Indonesian government and other stakeholders in leveraging regional cooperation to enhance the quality of national education.
