Abstract
This research aims to develop operational solutions based on user behavioral needs to increase the adoption of detergent refill systems among MSME laundry businesses. The main problem identified was the low adoption of refill systems, despite their economic and environmental benefits. This barrier lies not in the rejection of the refill concept, but rather in the technical aspects of the packaging that are not yet aligned with the laundry's daily operational needs, such as slow detergent flow and impracticality in measuring. This research used a design thinking approach combined with the Theory of Planned Behavior (TPB) framework, specifically to increase users' perceived behavioral control. Based on the needs exploration results, a design for a 5-liter jerry can was developed with a larger-diameter tap and an integrated measuring cup on the lid with a capacity of 20-60 ml to ensure ease and consistency of dosing. This concept was then integrated with a refill service partner distribution system based on a jerry can exchange mechanism (refill and reuse system). The results of the development indicate that this design innovation has the potential to improve operational efficiency, strengthen user behavioral control over detergent use, and reduce reliance on single-use packaging. This research contributes to the development of a more applicable and behavior-based refill system adoption model for the MSME segment.
